			<content:encoded><![CDATA[<p></p><p>Mid-last year I wrote a post describing how <a title="FHA Spot Loan Procedures Can Expand Your Home Search" href="http://www.chitownliving.com/2009/06/17/fha-spot-loan-procedures-can-expand-your-home-search/" target="_self">FHA spot loan procedures can significantly expand your home search</a>. </p>
<p>As of today, the <a title="New FHA Condo Rules" href="http://www.bankrate.com/finance/mortgages/new-fha-condo-rules-may-hinder-mortgages.aspx" target="_blank">rules have changed</a> and obtaining a spot approval is no longer an option.  From now on, condo projects/buildings as a whole need to meet FHA guidelines and need to be on the <a title="FHA Approved List" href="https://entp.hud.gov/idapp/html/condlook.cfm" target="_blank">FHA approved list</a>.  This of course means that if not approved, the Homeowner Association will need to go through the approval process.  Rest assured, the FHA promises to &#8220;streamline the approval process making it easier, cheaper, and faster&#8221; to obtain approval.</p>
<p>Associations should carefully weigh the pros and cons of becoming FHA approved.</p>

			<content:encoded><![CDATA[<p></p><p>When working with buyers who plan to purchase a condo in Chicago and obtain financing via an FHA loan, I often get the following request&#8230;</p>
<blockquote><p>Can you send me the complete list of FHA approved condo buildings in Chicago.</p></blockquote>
<p>Not a problem. The HUD website provides a great tool allowing buyers to search for <a href="https://entp.hud.gov/idapp/html/condlook.cfm" target="_blank">FHA approved condo buildings</a>. This is a great place to start but it is incomplete and can overly-restrict the home search. Many buildings are not officially &#8220;approved&#8221; but meet FHA criteria and qualify for something called a <a href="http://www.hud.gov/offices/adm/hudclips/letters/mortgagee/files/96-41ml.txt" target="_blank">spot approval</a>. A small sample of the requirements that must be satisfied include:</p>
<ul>
<li>The condominium project must be complete. There should be no ongoing or anticipated addition of any units, common elements, and/or facilities.</li>
<li>Control of the common areas of the project must have been turned over to the unit owners association for at least one year.</li>
<li>At least 90 percent of the total units in the project have been sold and at least 51 percent of the total units in the project are owner-occupied.</li>
</ul>
<p>The <a href="http://www.hud.gov/offices/adm/hudclips/letters/mortgagee/files/96-41ml.txt" target="_blank">checklist is detailed</a> and requires verification by the condo association so always a good idea to get your lender involved in the process early.</p>

<blockquote>When Fed Chairman Ben Bernanke took center stage Wednesday at the Economic Club of Washington, his prepared remarks revealed that (1) the economy is cooling off at a predictable pace, and (2) a housing cool-off will remove about 1% from the GDP in 2007. But, not so fast.Â  Just to keep everyone honest, Fed Governor Kohn announced that the high level of optimism in markets right now may be misplaced and that inflation is still on the Fed Radar.Â  Philadelphia Fed President Plosser did the same, warning of inflationary pressures in the economy. The net effect was that mortgage rates dropped about 1/8%, but not as much as they could have in response to Bernanke&#8217;s remarks.Â  It&#8217;s still possible that the Fed <a href="http://www.themortgagereports.com/2006/10/what_if_bernank.html"><font color="#336633">will be taken by surprise</font></a> if mortgage rates stay low, by the way.</p></blockquote>
